  • Reached through a JSON handler the results site's own front end calls (Handlers/SecureJson.ashx), found by inspecting its network requests -- there is no published API or documentation. The handler is gated by a same-origin CSRF check, not real authentication: fetching the homepage once to receive a CsrfToken cookie and echoing it back is sufficient. See ingestion/sources/ecn_hor.py.
  • Nepal's House of Representatives is a mixed system: 165 first-past-the-post (FPTP) seats plus 110 proportional-representation (PR) seats, 275 total. This dataset publishes FPTP seats won (complete, verified to sum to 165 at ingestion) and PR votes received / vote share. It does NOT publish PR seats: the Election Commission's site does not expose the seat allocation directly through this endpoint, and Nepal's PR formula (a 3% national threshold plus a remainder-based allocation) is not reimplemented here to derive one. A party's total seats in the House is FPTP seats plus a PR allocation not present in this dataset.
  • Independent FPTP winners have no party list and so no PR entry. They are carried under a fixed `independent` party in the dimension, not dropped.
  • National totals only. No constituency-, district-, or candidate-level results are ingested in this dataset -- deliberately, both to keep scope bounded and because candidate-level data approaches the personal-data boundary this project treats carefully (see CLAUDE.md). Aggregate party-level totals only are published.
  • Scoped to one election. A future election's results would be a new dataset_id (e.g. ecn-hor-2031), not a revision of this one -- an election result is a historical fact, not a series that gets restated.
  • The Election Commission publishes no explicit reuse licence. `gov-open` on this source is the same standing project decision already recorded against the `ecn` organisation (see transform/seeds/organisations.csv): official state election results, republished as aggregates with attribution, not a term ECN has offered in writing.

  • NSO states "Copyright © National Statistics Office 2023. All rights reserved." and publishes no open-licence grant. Recording this as reusable with attribution is a deliberate DataNepal decision, not a term NSO has offered: these are official state statistics published for public use, only aggregates are republished, and every figure names NSO and links to source. Anyone relying on these figures commercially should confirm terms with NSO.
  • Each district carries an INSTITUTIONAL row for population not resident in a household — barracks, hostels, prisons, hospitals. It is 239,098 people nationally and belongs to no local government. Local-unit figures therefore sum to 28,925,480, not to the national 29,164,578; the difference is carried as residence_type = institutional at district level so the hierarchy still reconciles.
  • The census tables carry no P-codes. Local units are matched to the spine on district, base name and unit type, which resolves 751 of 753 directly with no type disagreements. The remaining two are corrected by an explicit, committed crosswalk (transform/seeds/nso_name_fixes.csv) rather than by fuzzy name matching.
  • Literacy figures cover the population aged 5 and over, not the whole population. Rates computed against total population would understate literacy everywhere by the size of the under-five cohort.
  • NSO spells the sub-metropolitan and metropolitan suffixes "Metropolitian" throughout these files. Ingestion accepts both spellings.
  • This is the 2021 census, an enumeration rather than a projection. It must never be presented interchangeably with the UNFPA 2023 projections also published here.

  • Chosen over OpenStreetMap on licensing grounds, not coverage. OSM carries Nepali names for ~55% of units but is ODbL, whose share-alike terms would propagate to every table this fed.

  • Inflation and per-capita figures are rates and ratios. They must never be summed or averaged across places or periods without weighting.
